it's a foreign character that just happens to look like a 4. Same are you could consider a lowercase L a 1 or an O a 0.

That is a Korean player, the Korean NCsoft devs allow Korean based accounts to have have Korean, English, and numerical characters in their names and guild names.
In fact i was curious about this myself and I ask NCsoft "Why do Korean players get to have numbers in character names and Guild names, it seems unfair. I am just curious."
